SOLUTION: High speed tool steel is hardened. Then, the hardened high speed tool steel is subjected to the hybrid film deposition which is also served for tempering without singly performing tempering. In the hybrid film deposition which is also served for tempering, deposition of a first film consisting of a PVD film or a nitride film on the surface of high speed tool steel and the first tempering are simultaneously performed.
