PROBLEM TO BE SOLVED: To provide an image forming apparatus which stably cleans a developer image on an intermediate transfer body regardless of the fluctuation of conditions and does not generate image stains accompanying cleaning defects. SOLUTION: In the case of cleaning a toner image on the intermediate transfer body 50, bias is impressed to the intermediate transfer body 50 by a primary transfer roller 65 and the toner image on the intermediate transfer body 50 is cleaned by an intermediate transfer body cleaner 60.
