PROBLEM TO BE SOLVED: To provide a coil element manufacturing apparatus and a coil element manufacturing process capable of winding a wire easily around a core while reducing the working man-hour without complicating the arrangement. SOLUTION: The coil element manufacturing apparatus for winding a wire 2 around a fixed core 1 comprises a section 4 for guiding the wire 2 to the core from a direction intersecting the center line of thickness of the core 1, and a coil forming section 5 having a deforming surface against which the wire 2 is pressed in front of the wire 2 being guided by the wire guiding section 4. The wire guiding section 4 and the coil forming section 5 are arranged such that the wire 2 can be wound around the core 1 while being bent by pressing the wire 2 against the deforming surface thereby altering the advancing direction of the wire 2 to the core 1 side.
