PROBLEM TO BE SOLVED: To restrict a peeling-off of rubber at a metallic cord while attaining a cost reduction. SOLUTION: A tire reinforcing layer 9 is made of a covering cord arranged body 13 formed by parallelly arranging covering cords 12 each covered with a covering rubber layer 11 around a metallic cord 10. The covering rubber layer 11 is composed of a high cobalt salt compound rubber formed by compounding 0.5-2.0 phr of an organic acid cobalt salt.
