PROBLEM TO BE SOLVED: To provide a hair growth and hair tonic method and to obtain a hair growth and hair tonic agent that have excellent hair growth and hair tonic effects with high safety enough to sufficiently stand the long-term use and a hair cosmetic and a medicinal composition for hair growth and hair tonic that contain the hair growth and hair tonic agent as an active ingredient.

SOLUTION: This invention is the method for promoting the hair growth and hair tonic actions for mammals by applying at least one selected from a polyamine and ornithine decarboxylase activation agent to a part to be hair grown and kept tonic; the hair growth and hair tonic agent that contains at least one of the polyamine and the ornithine decarboxylase activation agent as a hair growth and hair tonic component; the hair growth and hair tonic cosmetic and the hair growth and hair tonic medicinal composition contain the above hair growth and hair tonic agent as an active ingredient.
