PROBLEM TO BE SOLVED: To provide a data distribution system capable of informing a mobile terminal utilizing a plurality of radio communication means of communication environment capable of appropriately performing data distribution. SOLUTION: The data distribution system 1 decides which communication means of a cellular phone IF 20 and a radio communication IF 21 should be made available by a mobile terminal 2 based on data size and download estimation time when a distribution request of data is received from the mobile terminal 2. When the radio communication IF 21 is that it should be made available, a base station 4 of DSRC (dedicated short range communication) nearby the mobile terminal 2 is selected from a base station DB 12 and the mobile terminal 2 is informed of a position of the base station 4.
