PROBLEM TO BE SOLVED: To effectively prevent heat transfer between rows of tubes inserted through each tube insertion hole via a fin in a plate fin having a plurality of rows of tube insertion holes. SOLUTION: An inter-row heat transfer preventing means 4 formed with consecutive cut out parts and/or slit parts 3 on a straight line in a longitudinal direction is provided in a middle of widthwise adjacent tube rows.
