PROBLEM TO BE SOLVED: To provide a device and a method for starting an internal combustion engine capable of shortening starting time. SOLUTION: The device for starting the internal combustion engine detects a piston in an expanding stroke out of a plurality of the pistons (Step S101). Then, a position of the piston in the expanding stroke is determined (Step S102). Interval time from fuel injection to ignition is determined in accordance with the position of the piston (Step 103). After determining the interval time based on the position of the piston, the device for starting the internal combustion engine allows a fuel injection valve to inject fuel F into a cylinder housing the piston (Step 104). After the determined interval time lapses, combustible air-fuel mixture produced in the cylinder is ignited by an ignition plug (Step 105) to start the internal combustion engine.
