PROBLEM TO BE SOLVED: To provide a heat insulating concrete wall structure which is formed by interposing a heat insulating material layer between two concrete layers, wherein both the concrete layers are rigidly connected together while minimizing degradation in heat insulation performance. SOLUTION: In manufacturing of the heat insulating concrete wall structure, a heat insulating material layer (4) is interposed between the first and second concrete layers (2, 3). Then continuous fibers (10) are impregnated with a synthetic resin to form a rod-like fastener (9) which has a number of bumps and dips (11) on an outer surface thereof. Then a through hole (8) is formed in the heat insulating material layer (4), and the fastener (9) is inserted into the through hole (8). The fastener (9) has both ends thereof located in the concrete layers (2, 3), and the bumps and dips (11) formed on the outer surface of the fastener are embedded in the concrete layers (2, 3).
