PROBLEM TO BE SOLVED: To provide a heating panel for snow melting panel having a durable strength installable on the ground surface, capable of maintaining with ease, capable of reducing the snow melting time, saving energy by blownout, and facilitating the installation works by bringing out the snow melting capacity optimum for the snow falling characteristics in a cold district, regarding to a heating panel for a snow melting device constituted of a snow melting system melting snow in a general home or store site. SOLUTION: The outer periphery of a heating means 3 supplying snow melting heat is surrounded by a first frame body 5 and a second frame body 6 forming the casing shape. The upper face of the heating means 3 is covered with a surface plate 4 fixed to the first frame body 5 and the second frame body 6 and further, the upper face of a plurality of heating means 3 is wholly covered with the surface plate 4.
