PROBLEM TO BE SOLVED: To solve the problems that the screen updating of a display device of an on-vehicle terminal is temporarily stopped and smooth screen display cannot be realized if the processing to load a central processing unit is performed on the on-vehicle terminal, and that the responsive speed is reduced when the on-vehicle terminal is operated. SOLUTION: A state in which a driver does not stare an on-vehicle terminal or does not operate the on-vehicle terminal is detected by using a means to detect a vehicle state, reduction in responsive speed is avoided when the driver uses the on-vehicle terminal by performing the process of loading a central processing unit.
