PROBLEM TO BE SOLVED: To select points which surround an inputted point out of points irregularly distributed on a space at high speed. SOLUTION: A color space dividing means 1 divides a color space to which an inputted chrominance signal belongs with the first chrominance signal as a reference, and a chrominance signal selecting means 2 selects second chrominance signals which are distributed in the color space divided by the color space dividing means 1 from the color space.
