PURPOSE: A high speed packet data mobile communication system and a method for transmitting data in a mobile communication system thereof are provided to perform a hybrid ARQ(Automatic Repeat Request) process for transmitting current data with retransmitted data on a reverse link, and to control a reverse data rate of each terminal, thereby increasing a throughput of the reverse link. CONSTITUTION: A terminal transmits a data rate of a packet 0 through an R-RICH(Reverse Rate Indication Channel) while transmitting the packet 0. Supposing that a buffer state and a spare of a transmit power of the terminal can increase the data rate by one stage from the data rate of the packet 0, an MSIB(Mobile Status Information Bit) is set to be up, and is transmitted through the R-RICH. A base station receives the R-RICH to decode the R-RICH. The base station generates and transmits PCB(Rate Control Bit) information to be transmitted to the terminal in consideration of the MSIB information and geometry information of the terminal.
