PROBLEM TO BE SOLVED: To provide a device by which cutter bits to be exchanged in a plurality of times in the case of a long distance excavation can be stably exchanged. SOLUTION: A cutter bit exchanging device is provided with a guide 8 supporting a cutter bit to be slidable to the reverse side 1 of a face, a slide gate 17 forming a gate cover 20 shutting a penetration hole 19 in which a cutter bit 3 penetrates when the cutter bit 3 is projected from a cutter face plate 10 and an opening 5 of the front face of the cutter bit 3 in a state that the cutter bit 3 is slid to the reverse side of the face, and a guide member 16 guiding the slide gate 17 crosswise with the slide direction of the cutter bit 3. An inside cut off seal 21 sealing between the guide member 16 and the slide gate 17 at the periphery of the opening 5 during sliding of the slide gate 17 is provided to make it possible to easily exchange the cutter bit 3 by a stable seal of the slide gate.
