PURPOSE: An index calculating system for determining a policy by measuring satisfaction for services is provided to enable a service subject to determine the policy by calculating a defect with a weak point of the service in real-time. CONSTITUTION: Each satisfaction is measured by performing a questionnaire for the service to a service user, a service provider, and the service subject. Ranking between components is measured again through the questionnaire by making each part select the component giving satisfaction. An order for a considered target policy is calculated by using the ranking as a weight of the component, and calculating a relationship between the satisfaction and the weight of the component.
