PURPOSE: A method for providing the capability of activating a high-speed packet data session to a mobile station without subscribing to a high-speed packet data service is provided to use a packet data service at a high connection speed only when a user requests. CONSTITUTION: A mobile station(112) which is not subscribing to a high-speed packet data service activates a high-speed packet data service session with a mobile switching center(102) connected to the mobile station(112) which is not subscribing to a high-speed packet data service. The mobile switching center(102) allots resources for a high-speed packet data service session with the mobile station(112) which is not subscribing to a high-speed packet data service. The mobile switching center(102) allots resources for a data rate higher than a data rate subscribed to a packet data service session with a mobile station which is subscribing to a high-speed packet data service.
