PROBLEM TO BE SOLVED: To shorten a delay of processing by reducing the amount of a control signal in a system including a base station for transmitting a pilot signal at a predetermined transmission power and a mobile station for transmitting preamble prior to data transmission/reception.

SOLUTION: The mobile station 13 is provided with a means (power code determining section 25 and transmission signal converting section 27) for spreading the preamble at a spreading code corresponding to reception power, or a signal interference power ratio of the pilot signal in its own station on the basis of corresponding relation between the spreading code and the reception power, or the signal interference power ratio of the pilot signal in its own station; and a means (transmitting section 28) for transmitting the preamble after spreading processing. The base station 11 is provided with a means (spreading code measuring section 32, estimating section 35 and transmission rate determining section 36) for determining a transmission power or a downlink transmission rate concerning a signal destined to the mobile station, according to the spreading code of the preamble received from the mobile station 13, on the basis of the corresponding relation between the spreading code and the reception power or the signal interference power ratio of the pilot signal in the mobile station 13.
