<p><P>PROBLEM TO BE SOLVED: To enable accurate and reproducible DNA probe design. <P>SOLUTION: About original base sequence data 101 including a target base sequence, an original frequency table 105 is held where the appearance of each of a plurality of local base sequences obtained from the target base sequence 107 is counted. About competitive base sequence data 103 to be discriminated from the original base sequence data 101, a competitive frequency table is held where the appearance of each of the plurality of local base sequences is counted.
