PROBLEM TO BE SOLVED: To provide a small temperature regulating device for improving heat exchange efficiency. SOLUTION: When impressing a magnetic field on magnetic work substances (work substances) 12 and 13, or when removing the magnetic field from the work substances 12 and 13, by magnetic field generators 14 and 20 in the middle of a flow passage of liquid 40, the work substances 12 and 13 largely change in magnetic entropy at the ordinary temperature, and the magnetic heat quantity effect is generated. As a result of this, the liquid 40 is heated and cooled, and heat is exchanged with outside air by a heat exchanger arranged on the downstream side of the work substances 12 and 13. This temperature regulating device can dispense with a compressor for compressing gas to high pressure since the gas is not used as a medium. This temperature regulating device uses the work substances 12 and 13 such as largely changing the magnetic entropy at the ordinary temperature, and thereby dispenses with a special temperature environment such as the extremely low temperature, in its turn, a special magnet such as a superconducting magnet, for reducing a loss in energy.
