PROBLEM TO BE SOLVED: To provide a primer composition for a photocatalyst coating film, which gives a solution to each problem associated with deterioration by a photocatalyst, deterioration by ultraviolet ray and metal corrosion, shows highly adhesive property not only to the surface of a base material but also to a photocatalyst coating layer and further maintains excellent transparency when it is required. SOLUTION: The primer composition for a photocatalyst coating film is used to form a primer coated layer between the surface of a base material and a photocatalyst coated layer during the fabrication of the photocatalyst coated layer on the base material, and comprises an alcoholic solvent, a solid portion constituting a base film, a hydrolysis catalyst and water. The solid portion constituting the above primer coating film comprises 10-40 mass% of an inorganic film-forming agent, 50-87 mass% of silicate oxide and 3-30 mass% of ultraviolet-ray absorber. The above ultraviolet-ray absorber comprises semiconductor micro particles having the surface coated with a light-inactive inorganic substance. The proportions of the above hydrolysis catalyst and water added to the above inorganic film-forming agent are 0.05-0.5 mol and 0.1-2 mol, respectively, to 1 mol of Si<SB>5</SB>O<SB>4</SB>(OH)<SB>12</SB>.
