PROBLEM TO BE SOLVED: To provide a toilet seat heater capable of saving heat retaining electric power by reserving heated air by a toilet seat in a toilet lid. SOLUTION: The toilet lid 1 to cover the toilet seat 2 when the toilet seat 2 is not used covers the outer periphery and the upper part of the toilet seat 2 by enclosing areas lower than a heated part 9 of the toilet seat. As a result, air heated on the surface of the toilet seat is reserved in the toilet lid 1 without being released from the toilet lid 1, and accordingly, the heat retaining electric power can be saved.
