PROBLEM TO BE SOLVED: To effectively utilize an industrial waste such as excrement, dug remaining soil and woody waste material so as to contribute to the growth of various plants. SOLUTION: A solid 7 obtained by dehydrating the excrement is subjected to a biological degradation treatment by inserting the solid 7 with a pH-regulator 9 to a degradation treatment vessel 8 for carrying out the degradation treatment with microorganisms by inserting many kinds of wood chips, and the treated wood chips 10 used in the treatment are periodically exchanged with new woody chips. The exchanged used woody chips 10 are stirred and mixed with the dug remaining soil 11, and the mixed waste 13 is used as a plant-growing material such as a seedling-raising soil and a fertilizer in a farm land or the like.
