PROBLEM TO BE SOLVED: To provide a starting system for an internal combustion engine providing sufficient explosion power, by increasing an oxygen amount in a cylinder in engine start. SOLUTION: The starting system for an internal combustion engine, starts the internal combustion engine by igniting fuel supplied to a cylinder in an expansion stroke. The starting system has an oxygen amount increasing means increasing the oxygen amount in the cylinder when the internal combustion engine is stopped. The oxygen amount increasing means elongates idling time of the internal combustion engine when the internal combustion engine is stopped.
