PROBLEM TO BE SOLVED: To provide a chargeable broadcast viewing controller which easily and suitably controls the permission or inhibition of chargeable broadcasts by providing a card rack for inserting a viewing card. SOLUTION: The viewing controller comprises a controller body 10 for controlling a tuner 11, a picture output unit 12 and a sound output unit 13 through a microcomputer 14, and a card rack 20 for inserting a viewing card CD. The microcomputer 14 controls a television receiver TV to display a guidance screen for notifying that the viewing of chargeable broadcasts is inhibited, so far as a valid viewing card CD is not inserted in the card rack 20, thus preventing the viewing of the chargeable broadcasts.
