PROBLEM TO BE SOLVED: To provide a dry granulator with which granulation is carried out only by minimal heating without carrying out pressurization or compression which requires large energy, and to provide a method for manufacturing a toner by which fine toner powder can be recycled in an energy-saving and space-saving way without harming the work environment even in the case of a large amount of the powder, whereby toner productivity is not lowered. SOLUTION: This granulator is fabricated by arranging a pair of cylindrical rotors each with a plurality of grooves made circularly in the peripheral wall in a direction perpendicular to the axis in a state where the peripheral walls are adjacent to each other in such a way that the pair of cylindrical rotors rotate in directions opposite to each other, the grooves are filled with powder by supplying the powder between the pair of cylindrical rotors, means of warming the interiors of the cylindrical rotors with the filled powder are disposed, and the powder is warmed and granulated while the warmed cylindrical rotors rotate.
