PROBLEM TO BE SOLVED: To properly perform preheating always without waste in a warm-up control device for preheating an internal combustion engine so as to facilitate the starting of the internal combustion engine prior to the starting of the same. SOLUTION: In order to perform the warm-up of the internal combustion engine before starting, a heat storage tank 48, a water pump 46 for heat storage, and a channel change-over valve 42 are provided. When door opening in a vehicle is recognized, a preheat treatment is executed so as to supply a warm cooling water inside the heat storage tank 48 to the internal combustion engine 10. An execution history is of the preheat treatment is created and the history is cleared when the internal combustion engine is started. Upon requesting of re-preheating, when the execution history is present, the repreheating is allowed, and when the execution history is cleared, the re-preheating is inhibited.
