PROBLEM TO BE SOLVED: To provide a charging controller and a charging control method capable of shortening the charging time without causing enlargement of the apparatus or damage to a charging control element. SOLUTION: A transistor Tr1 for regulating charging current for a secondary battery Bt to be charged is connected to a secondary battery Bt in series, and a transistor Tr2 is connected to a secondary battery Bt in series. In performing constant-current charging for the secondary battery Bt with the transistor Tr1, control is performed so that the input terminal (a source terminal) of the transistor Tr2 may be equal to a predetermined voltage level.
