PROBLEM TO BE SOLVED: To obtain an electrifying device by which the life of a photoreceptor is prolonged, electrification is stably and highly accurately controlled and ozone generation is reduced and which is easily manufactured. SOLUTION: A non-magnetic plastic magnet roller whose volume specific resistance is set from 10<SP>5</SP>Ωcm to 10<SP>12</SP>Ωcm as a resistance layer by the kind and the dispersion of a magnetic material is used as a non-contact electrifying roller used by rotating and driving for an image carrier.
