PROBLEM TO BE SOLVED: To provide a surface-preparation primer coating material which is excellent in the workability at the time of troweling and whose cured coating film can be easy to polish. SOLUTION: The surface-preparation primer coating material comprises (A) 100 parts by weight of a solid content of an organic resin, (B) 300-2,500 parts by weight of an inorganic powder and (C) 100-1,500 parts by weight of water and has a solid content of the total coating material of 60-95 % by weight, with the above (B) component using together (B-1) an inorganic powder having an average particle diameter of 200μm or less and a Mohs hardness of 2 or higher and (B-2) a flaky inorganic powder having an average particle diameter of 200μm or less and a Mohs hardness of less than 2.
