PROBLEM TO BE SOLVED: To form the pattern of partitions for a plasma display device into a specified shape more surely than ever, by preventing a pattern forming material from bearing electrical charges immediately after forming the pattern of the partitions. SOLUTION: A pattern forming device 1 comprises a stage 3 holding a substrate 9, a discharging part 52 discharging the pattern forming material toward the substrate 9, and a light emitting part 53 emitting ultraviolet rays to the pattern formed by the discharging. The pattern forming material is prepared separately from the rest by adding water to a law material in a paste containing a binder made from a glass frit and a resin as a main component and agitating them, and a water component contained in the pattern forming material makes the pattern forming material in a semiconductor state. This prevents the pattern immediately after being temporarily formed by discharging from bearing electrical charges, and prevents static electricity from causing deformation in the pattern, abnormality in the discharging, or the like.
