PROBLEM TO BE SOLVED: To provide a thermal insulating material with a high termite-proof function without impairing a thermal insulating function. SOLUTION: The thermal insulating material 10 arranged on the surface of a foundation structure 40 of a building is provided with a thermal insulating board 12 of plate shape, and termite-proof frame members 20, 30 formed of extrusion molded products of low foaming resin with a termite-proof agent mixed therein, and arranged covering the edge of the thermal insulating board 12.
