PROBLEM TO BE SOLVED: To grasp a situation when the inside of a car main body becomes dark by recording the video picture of the inside of the car body when the inside of the car body becomes dark. SOLUTION: The cause of darkening the car body 11 and its time are stored, and the data on record starting time and a video picture signal from a security camera 15 are recorded in a video picture recording device 9 by a unit 21 for detecting the lowering of lighting intensity in the car body mounted on a main control panel 6, when a panel lamp 12 is extinguished by the operation of a panel light switch 13 in a car part 3, some sort of abnormality occurs on the panel lamp 12, the lighting intensity in the car part 3 detected by a photo sensor 16 is less than a lower limit lighting intensity, or the brightness of the video picture indicated by a video picture signal output from the security camera 15 becomes less than the lower limit lighting intensity.
