PROBLEM TO BE SOLVED: To provide a shutter door opening and closing device capable of improving cargo work efficiency and loading efficiency by raising a panel at a lowermost stage of a shutter door with a simple constitution without complication of a mechanism or deterioration of durability of the device. SOLUTION: In this shutter door opening and closing device, a wire 9 connected with a panel 2e at a lowermost stage of a shutter door 1 comprising a plurality of panels 2(2a-2e) rotatably connected with each other is pulled via a guide roller 12, so that the shutter door 1 is raised along a guide rail 3 comprising a vertical part 3b-1 and a horizontal part 3b-3 connected at a round part 3b-2, and is opened. The guide roller 12 is arranged along the round part 3b-2 of the guide rail 3. According to the present invention, because the panel 2e at the lowermost stage can be moved to the horizontal part 3b-3 of the guide rail 3 at the time of fully opening the shutter door 1, the above-mentioned purpose is achieved.
