PROBLEM TO BE SOLVED: To provide a pigment dispersant excellent in fluidity, dispersion stability, and gloss of a dried film when used as a printing ink and a coating material, and also to provide a pigment composition and a pigment dispersion using the same. SOLUTION: The pigment dispersant has a functional group with a triazine ring of formula (1). The pigment composition contains the above pigment dispersant and a pigment. The pigment dispersion is prepared by dispersing the above pigment dispersant and a pigment in a liquid medium. In the formula, A is either a heterocyclic ring optionally having a substituted group or an aromatic ring optionally having a substituted group; X<SB>1</SB>and X<SB>2</SB>are independently -NR<SB>1</SB>- or -O-; X<SB>3</SB>is either -NR<SB>1</SB>-, -O-, or -X<SB>1</SB>-A; and R<SB>1</SB>is either a H atom, a 1-8C alkyl group or alkenyl group.
