PROBLEM TO BE SOLVED: To provide a technology which enables an effective utilization of steel slag for a bottom sludge sediment covering material by solving various problems generated when the slag is used as the bottom sludge sediment, such as pH increase of a surrounding water area, white turbidity of water, habitat destruction by consolidation, and sinking into bottom mud. SOLUTION: In the bottom sediment covering material, a part or the whole of the surface of either or both of the steel slag and blast furnace slag is covered with cement or a cement-containing material.
