PROBLEM TO BE SOLVED: To make full use of luminescent and antibacterial characteristics so as to improve visibility and avoid bacterial propagation. SOLUTION: On the surface of the main body 1 of the portable device there is formed a coating-layer 2 containing a luminescent material 3 and an antibacterial material 4. The luminescent material may be a fluorescent material or a light-accumulating material. The antibacterial material may be an inorganic antibacterial agent containing silver or copper. Such an inorganic antibacterial agent can be obtained by heating at least one of silver nitrate, silver halide, silver oxide, together with a glass-material or a refractory material, followed by crushing the same.
