<p><P>PROBLEM TO BE SOLVED: To provide an in-and-out management device allowing passage with a newly issued portable medium for authentication without changing a personal information table for making an individual number correspond to the specific number of the portable medium for authentication when renewing the portable medium for authentication such as a card. <P>SOLUTION: When a user passes, a card number of a card before renewal and a card number after renewal are both read (S1), and authentication is performed with the card number after renewal (S2, S3). In the case the corresponding individual number cannot be retrieved, authentication is performed with the card number before renewal (S10, S11).
