<p><P>PROBLEM TO BE SOLVED: To provide parts preparing device, satellite operation plan planning device and program allowing a non-specialist having little knowledge of a method for controlling an artificial satellite or a command to easily arrange an operation plan of the satellite and avoid a competition. <P>SOLUTION: This device is provided with an operation procedure parts preparing part 11 for preparing operation procedure parts in which commands having approaching execution times of various kinds of commands for the satellite operation are collected as a group, and an operation parts preparing part 12 for preparing operation parts in which operation procedure parts for completing an operation work are collected as a group.
