PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device of a picture display device wherein the picture display device superior in breakdown voltage characteristics and improved in display performance and reliability is enabled to be manufactured. SOLUTION: At least one substrate of the front substrate 11 and the rear substrate is made to face a treatment electrode 34, and at least one substrate and the treatment electrode are displaced relatively. During the relative displacement, a plurality of contact terminals 56a, 56b installed along a direction of the relative displacement and separated from each other, are made to be alternately contacted to the surface of the substrate at such a position that the surface of the substrate and the treatment electrode are not opposed, and an electric field is applied between this substrate and the treatment electrode, and the electric field treatment is applied to the whole surface of the substrate.
