PROBLEM TO BE SOLVED: To efficiently perform decomposition treatment of solid soil polluted with dioxins under ordinary temperature and atmospheric pressure. SOLUTION: A removal apparatus for removing dioxins in the soil under ordinary temperature and atmospheric pressure is constituted of an ultrasonic extraction tank 1 in which the solid soil polluted with dioxins and a solvent are charged and the dioxins in the solid soil are extracted in the solvent, a membrane separation tank 2 in which the solvent containing the dioxins is separated from a solid-liquid mixture obtained in the ultrasonic extraction tank, a recovering tower 3 which returns the solvent recovered from the solvent containing the dioxins to the ultrasonic extraction tank, a dioxin decomposing tower 4 for performing decomposition treatment of the dioxins separated from the solvent in the recovering tower 3, a solid-liquid separator for performing solid-liquid separation of sludge from which the dioxins are removed in the membrane separation tank 2 and a reclaimed soil discharging system 26 which carries the reclaimed soil after solid-liquid separation out of the system.
