PROBLEM TO BE SOLVED: To accurately find an oxygen concentration in an atmosphere capable of reducing a metal oxide. SOLUTION: A plurality of kinds of metal bodies having respectively surface oxides is left in an oxygen concentration measuring portion, the presence of reduction changes in the surface oxides is thereafter confirmed respectively in the plurality of kinds of metal bodies, the oxygen concentration is determined as an equilibrium oxygen partial pressure A or less in a reduction change reaction of the surface oxide of the first metal body when the reduction change occurs in the first metal body, and is determined as an equilibrium oxygen partial pressure B or more in a reduction change reaction of the surface oxide of the second metal body when the reduction change does not occur in the second metal body.
