PROBLEM TO BE SOLVED: To provide a device and a method for electric discharge machining outside a core shroud which easily and efficiently enables electrical discharge machining while maintaining the integrity of structures without causing any fractures or deformations of them. SOLUTION: While the device is equipped with a central rod 8 which is fixed and located in the central position of a top guide arranged on a core shroud, a turning flat car 9 which is turnably arranged on the central rod 8 and can turn along the periphery of an upper end of the core shroud and a turning arm 15 which is located vertically below along the outer peripheral surface of the core shroud from the turning flat car 9, is shaped like a drooping rod and can move up and down and turn as a device which enables a tool to gain access to a machining position outside the core shroud; the device includes an electrical discharge machine 7a which is detachably mounted at a lower end of an access device 5. The electric discharge machine 7a has a chuck 23 locked to a locking part 16 arranged at a lower end of the turning arm 15 of the access device 5, a mast 7 with an arm which is linked to the chuck 23, droops and can rotate by itself and an electrical discharge machine which is arranged at a lower end of the mast with the arm and conducts electric discharge machining in a machining position.
