<P>PROBLEM TO BE SOLVED: To provide a simultaneous multiple video information encoding apparatus capable of performing encoding processing while reducing a throughput of rate control, keeping a high speed and suppressing picture quality deterioration. <P>SOLUTION: A rate control part 1 for applying rate control to a quantizer Q of a high bit rate performs ordinary procedures, namely, processes of steps 1-3. On the other hand, a rate control part 2 for applying rate control to a quantizer Q' of a low bit rate utilizes an encoding parameter resulting from the rate control part 1 to find an encoding parameter. The rate control part 2 applies the rate control so that VBV buffer occupancy of video in the rate control part 1 is correlative to a VBV buffer occupancy in encoding in the rate control part 2, thereby alleviating rate control processing. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
