PROBLEM TO BE SOLVED: To obtain a stator of rotating electric machine that can improve assembling workability, reduce short-circuit failures between windings, and improve the insulation performance between a stator core and the winding, and to obtain a rotating electric machine using the stator. SOLUTION: The stator of the rotating electric machine is characterized in that: a plurality of continuous wires of the stator winding are wound around a bobbin; a linear part of the stator winding that is press-formed in a flat shape is annularly wound to a cylindrical member formed with grooves of the same number of slots; the cylindrical member is inserted into the diametral side of an annular stator core; the grooves and the slots of the cylindrical member are arranged so as to face each other; winding pairs are alternately folded back outside the slots of the stator core and wound so as to be alternate in the slot depth direction in the slot at each prescribed number of the slots; and tongue terminals and winding end terminals of the plurality of continuous wires are wound to the annularly arranged slots of the stator at one or more laps and overlap one another.
