There are provided a traffic control device, a traffic control program, a program recording medium, and a traffic control method capable of reducing the cost and accurately controlling the traffic. The traffic control device includes: a signal extraction section (2) for extracting a talk control signal transmitted/received on an IP network (10); a signal analysis section (4) for analyzing the talk control signal extracted and measuring the number of call connections and the number of incomplete calls to a terminal (11) per unit time; a congestion judgment section (5) for comparing the measured number of incomplete calls to a predetermined threshold value and judges whether a congestion or a symptom of congestion is generated according to the comparison result, and if the congestion is generated, deciding the connection control amount when controlling the number of call connections, and generating congestion control information including information for specifying the connection control amount and the terminal (11); and a call connection control section (9) for analyzing the congestion control information and performing call loss processing for the call to the terminal (11) according to the control amount, thereby controlling the number of call connections.
