PROBLEM TO BE SOLVED: To solve a problem that the average triboelectrification of toner in a developing device can not be adjusted to desirable electrostatic charge amount when discharged toner amount is insufficient.

SOLUTION: In the adjustment control of the developing device, the number of printed sheets and toner consumption per one sheet are obtained. When cumulative toner usage is smaller than a specified value (S6) in the case of printing the sheets by a specified number (S5), developing adjustment in the developing device is performed (S7) by supplying the developer of a specified amount equivalent to an amount by which the cumulative toner usage is smaller than the specified amount is supplied from the developing device.
