<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of generating a hydrogen-containing fuel from a raw material with a simple structure without providing a system for recovering the raw material, and extremely effectively using this fuel. <P>SOLUTION: This fuel cell system comprises a first electrolyte-electrode connected body having a hydrogen ion-conductive first electrolyte and a raw material electrode and a hydrogen generating electrode which nip the first electrolyte; a second electrolyte-electrode connected body having a hydrogen ion-conductive second electrolyte and a fuel electrode and an oxidizer electrode which nip the second electrolyte; a potential application means for applying a positive potential to the hydrogen generating electrode; a means for supplying hydrogen generated in the hydrogen generating electrode to the fuel electrode; a raw material chamber for supplying the raw material to the raw material electrode; and a hydrogen chamber for accumulating the hydrogen from the hydrogen generating electrode.
