<P>PROBLEM TO BE SOLVED: To provide an anti-fogging optical body which has an adequate defogging action and hardly causes water spotting. <P>SOLUTION: A treating agent which comprises hydrophobic parts containing fluorine atom, hydrophilic parts containing polyoxyethylene group and coupling parts reacting with base material is applied on the oxide surface of the base material and, thereby, a substrate treatment layer of which the contact angle to water is 50-90° is disposed.
