PROBLEM TO BE SOLVED: To provide a liquid sucking and discharging device which prevents the dripping of a liquid remaining in the tip orifice of a nozzle chip when the used nozzle chip is mounted on a chip mounting part when reused. SOLUTION: The liquid sucking and discharging device is constituted so as to suck the liquid S from the tip orifice 301 of the nozzle chip 300 mounted in a freely detachable manner to discharge the same and equipped with a pump 7 for sucking and discharging the liquid, the chip mounting part 32 having a leading end opening 322, which permits the inflow and outflow of the liquid by the operation of the pump 7 and to which the nozzle chip 300 is fitted in a freely detachable manner, and a control means for controlling the operation of the pump 7. The control means controls the pump 7 so as to operate the same to suck the liquid when the base end opening part 302 of the nozzle chip 300 is fitted to the leading end part 323 of the chip mounting part 32.
