PROBLEM TO BE SOLVED: To provide a slope construction method in a winter, in which the lower side and the upper side within a construction range can be heated uniformly without a temperature difference, works such as a freezing and a melting or the like at a partial place are also enabled, an operator can operate safely, a heat loss can be prevented because the outside air does not flow into a closed space between the face of a slope and a shielding sheet, a plurality of heat sources are not required, the degree of freedom at a jobsite can be obtained because the heat source can be installed at arbitrary places on the slope tail side and upper side of the face of the slope. SOLUTION: The face of the slope 51 is covered with the shielding sheet 1 including the construction range A, and the edge-section side 51A is fixed onto the face of the slope 51 and the closed space 2 is formed. A plurality of steam injection pipes 4 with a plurality of nozzle holes 4A are disposed movably in the closed space 2, and a boiler 5 is mounted outside the sheet 1. The injection pipes 4 are supplied with pressurized steam from the boiler 5 and steam is injected into the closed space 2 from the nozzle holes 4A, and the closed space 2 is heated uniformly.
